कोरोना लॉकडाउन के कारण थम चुकी देश की जीवनरेखा कही जाने वाली रेलवे लॉकडाउन के बीच धीरे-धीरे यात्री सेवाओं की बहाली की तरफ बढ़ रही है। श्रमिक स्पेशल और वातानुकूलित राजधानी स्पेशल ट्रेनें चलाने के बाद एक जून से गैर वातानुकूलित विशेष ट्रेनें भी दौड़ने जा रही हैं। साथ ही स्पेशल शताब्दी ट्रेन चलाने की भी तैयारी चल रही है।
रेलवे ने कहा है कि ये ट्रेनें पूरी तरह आरक्षित होंगी, जिनमें एसी और गैर एसी श्रेणियां होंगी। सामान्य डिब्बों में भी बैठने के लिए आरक्षित सीटों की सुविधा होगी। रेलवे ने एक जून से चलने वाली 200 ट्रेनों की सूची जारी की। टिकट की बुकिंग 21 मई से शुरू होगी।
‘रेलवे द्वारा एक जून से 200 नॉन एसी ट्रेनों की शुरुआत की जाएगी, जो समय सारणी के अनुसार चलेंगी। यात्री इन ट्रेनों के लिये केवल ऑनलाइन टिकट बुक कर सकेंगे। इन सेवाओं के शुरु होने से नागरिकों को बड़ी राहत मिलेगी, तथा उन्हें अपने गंतव्य स्थानों तक पहुंचने में सुविधा होगी।’
अभी जो विशेष ट्रेनें शुरू की गई हैं, उनसे देश की अधिकांश राजधानी तो जुड़ गईं लेकिन कई बड़े शहरों तक पहुंच नहीं बन पाई है। लॉकडाउन में बढ़ती रियायत के साथ यात्रियों का दबाव भी बढ़ने लगा है। इसे देखते हुए छोटी दूरी की शताब्दी ट्रेन एवं अन्य यात्री ट्रेन के संचालन पर गंभीरता से विचार किया जा रहा है।
जून में और ज्यादा विशेष ट्रेनों को चलाने पर ही जोर दिया जाएगा और उसके बाद पूरी स्थिति की समीक्षा करने के बाद ही नियमित ट्रेनें चलाए जाने की संभावना है।
यात्री सेवा से जुड़े कई अहम फैसले संभव: रेलवे ने अभी तक जो विशेष ट्रेनें चलाई हैं और जिन्हें शुरू करने की घोषणा की है, उनसे यात्रियों का दबाव कम होने वाला नहीं है। विशेष राजधानी ट्रेन में बहुत ज्यादा दबाव बढ़ गया है, इसलिए शताब्दी विशेष ट्रेनों को चलाए जाने पर विचार हो रहा है, ताकि सामाजिक दूरी के साथ ज्यादा लोगों को सुविधा दी जा सके। साथ ही छोटी दूरी के यात्रियों को भी इससे लाभ मिल सकेगा। सूत्रों के अनुसार, आगामी दिनों में रेलवे बोर्ड विभिन्न स्तरों पर स्थिति की समीक्षा करेगा और यात्री सेवाओं से जुड़े कई महत्वपूर्ण फैसले ले सकता है।
नई ट्रेनों पर हालिया नियम लागू: चौथे चरण के लॉकडाउन के बाद छूट का दायरा बढ़ेगा और यह भी संभव है कि यात्री सेवाओं के बारे में सरकार बड़ा फैसला ले। ऐसे में रेलवे भी यात्रियों को अधिकतम सुविधा देने की तैयारी में है। नई ट्रेनों में भी हाल में विशेष ट्रेनों के लिए तय किए गए टिकट व प्रतीक्षा सूची के लिए तय किए गए नियम लागू रहेंगे।
स्टेशनों पर फूड प्लाजा खोलने की अनुमति मिली
रेलवे बोर्ड ने स्टेशनों पर खानपान, बिक्री इकाइयों को खोले जाने की अनुमति दे दी है, लेकिन साथ ही कहा है कि फूड प्लाजा, जलपान वस्तुओं को केवल लेकर जाने (टेक-अवे) की अनुमति होगी, वहां बैठकर खाने की कोई व्यवस्था नहीं की जाएगी। आदेश में कहा गया कि इन इकाइयों में पैक किया हुआ सामान, जरूरी सामान, दवाइयां आदि की दुकानें तथा बुक स्टॉल आदि शामिल हैं, जिन्हें देश में कोविड-19 के फैलने के तुरंत बाद बंद कर दिया गया था।

रेलवे लॉकडाउन के बीच कर्नाटक में पहली अंतर-राज्यीय ट्रेन चलाने जा रहा है। बेलगावी-हुबली-बेलगावी, मैसुरू-बेंगलुरु विशेष एक्सप्रेस 22 मई से शुरू होगी। इनके लिए बुकिंग आईआरसीटीसी के पोर्टल के जरिये ऑनलाइन होगी।
