रायपुर। छत्तीसगढ़ में पिछली कांग्रेस सरकार के दौरान कोरबा जिले में डीएमएफ के पैसों का बड़े पैमाने पर बंदरबांट किया गया है। ED की शिकायत पर EOW ने जो मामले दर्ज किए हैं, उसके मुताबिक इस अनियमितता में तत्कालीन कलेक्टर रानू साहू समेत अनेक विभागीय अफसर भी संलिप्त पाए गए हैं। शिकायत के मुताबिक कई टेंडर्स में अफसरों को सीधे-सीधे 40 फीसदी रकम पहुंचाई गई है।
ED के क्षेत्रीय कार्यालय रायपुर के प्रतिवेदन रिपोर्ट पर राज्य आर्थिक अपराध अन्वेषण ब्यूरो ने अपराध क्रमांक-02/2024 धारा 120बी, 420 भादवि एवं धारा-7, धारा-12 के तहत् मामला दर्ज कर जांच शुरू कर दी है। ED की रिपोर्ट के मुताबिक, कोरबा जिले में DMF से टेंडर्स के आंबटन में बड़े पैमाने पर पैसों का लेन-देन हुआ है। गलत ढंग से टेंडर की दरें तय कर ठेकेदारों को सीधे लाभ पहुंचाया गया। जिसके कारण प्रदेश शासन को बड़ी आर्थिक हानि हुई है।

प्रतिवेदन में यह भी साफ-साफ कहा गया है कि, अफसरों को कुल टेंडर दर में से लगभग 40 प्रतिशत रकम दिए गए। इतना ही नहीं बल्कि एक निजी कम्पनी को भी इन निविदाओं के लिए 15 से 20 प्रतिशत अलग-अलग दरों से कमीशन दिया गया है। इसी तरह प्रदेश के कई जिलों में डी.एम.एफ. में भारी वित्तीय अनियमितता बरतकर शासन को नुकसान पहुंचाया गया है।
कई गुना ज्यादा दामों के बिल पास किए गए
प्रतिवेदन के मुताबिक, कोरबा में तत्कालीन कलेक्टर रानू साहू के साथ उनके मातहत अफसरों ने निविदा भरने वाले के साथ सांठगांठ की। डीएमएफ के पैसों से कराए जाने वाले कामों की निविदाओं के आबंटन में, बिल पास कराने के लिए, सामानों के वास्तविक मूल्य से कई गुना ज्यादा दाम के बिल पास किए गए। जिन ठेकेदारों को इन अफसरों ने लाभ पहुंचाया उनमें संजय शेण्डे, अशोक कुमार अग्रवाल, मुकेश कुमार अग्रवाल, रिषभ सोनी और बिचौलिए मनोज कुमार द्विवेदी, रवि शर्मा, पियूष सोनी, पियूष साहू, अब्दुल, शेखर के नाम शामिल हैं।
