- कोरोना काल में वित्त में विभाग ने ट्रांसफर में लगा रखी है रोक, इस आदेश का भी किया जा उलंघन
- विभाग के अधिकारियों का आरोप, सोर्स के दम पर चल रहा ट्रांसफर का खेल
- ट्रांसफर का खेल होने के पहले वायरल हुए द्स्तावेज
रायपुर- चार दिन बाद 1 दिसंबर से छत्तीसगढ़ में धान खरीदी शुरु होने वाली है। सरकार किसानों से लगभग 22 हजार कोरड़ रुपए कीमत का लगभग 90 लाख मिट्रीक टन धान खरीदेगी। सरकार पूरा प्रयास कर रही है की कोचिए प्रदेश में कहीं भी अपना धान न खपा पाए और केंद्रों या समितियों में कहीं भी भष्ट्राचार न हो। सरकार की लाख कोशिशों के बाद भी अधिकारियों की मनमानी के कारण इस प्रक्रिया पर पहले ही सवाल उठने लगे हैं। आरोप है कि ट्रांसफर के खेल में 84 लोग प्रभावित होंगे।। आरोप है कि सीनियर को अटेच कर जूनियर्स को जुगाड़ और अन्य प्रकार के सोर्स के आधार पर नियुक्ति दी जा रही है। आरोप है कि अभी तक 7 जिलों में नियम विरुद्ध प्रभारी बनाए गए हैं जबकि 4 जिलों में तैयारी चल रही है।
असल में धान खरीदी के ठीक चार दिन पहले ही विभाग के अधिकारियों ऐन समय में जिलों में सीनियरिटी लिस्ट के अनुसार प्रमोशन करने की बजाए मनमाने ढंग से कनिष्ठों को प्रभारी बनाने की तैयारी कर ली है। सिर्फ इतना ही नहीं 7 जिलों में नियम विरुदध जूनियर अधिकारियों को प्रभारी बना दिया गया है।शासन और कोर्ट के आदेश को ताक में रख कर शासन द्वारा ट्रांसफर के लिए तय 10 प्रतिशत की सीमा के विरदुध मनमाने तरीके से 83 प्रतिशत खाद्य अधिकारी, सहायक खाद्य अधिकारी
और तृतीय वर्ग के कर्मचारियों का ट्रांसफर करने की तैयारी कर ली गई है जिससे पूरी प्रक्रिया पर गंभीर सवाल खड़े हो गए हैं। विभाग के लोग ही आरोप लग रहे हैं की पूरी प्रक्रिया में सोर्स का जोर चल रहा है और मलाईदार जिलों के अनुसार जुगाड़ लगाया जा रहा है। हालांकि टीम खबर जोरदार इन आरोपों की पुष्टि नहीं करती।
विभाग की इस मनमानी के खिलाफ खाद्य विभाग के अधिकारी ने कोर्ट में याचिका दायर की है। कोर्ट ने राजेश जायसवाल विरुद्ध छत्तीसगढ़ शासन के खिलाफ मामले में विभाग को 1 माह पद सुधार करने का आदेश दिया था लेकिन अब तक कोर्ट के आदेश का पालन नहीं किया गया। और तो और प्रस्तावित सूची में भी नियम विरुद्ध तरीके से 6 जिलों में प्रभारी जिलों में तैयारी चल रही है।
सबसे चौंकाने वाली बात यह है की अधिकारियों ने मनमाने ढंग से सूची तैयार ,जानकारी छिपाते हुए फाइल अनुमोदन के लिए आगे भी भेज दी है।
